“HTML pages can make beautiful websites, but the only problem with them is that they are just beautiful and attractive but not active. In order to make your website active and indulge in some user interaction, you can try adding server side scripts to your website and make them dynamic in nature.”
Is it necessary to use both server side scripting along with client side scripts? What are the advantages and disadvantages of the two? I would also want you to give me some insight into the fundamental usage of DOM (document object model), why is it used?

It all depends on your objective. There are so many different types of server side technologies available that it would be futile to go into the merits of each in a forum like this.
Dynamic pages are created on the fly - most of the time using a database to store the contents. The advantage is scalability and the ease of maintenance. Unlike static pages, you can easily change the look and feel by modifying the template. Each page is created fresh and can be made highly interactive.
The flip side is page delivery time can be comparatively high. It takes more programming effort to create a dynamic page than a static page. Unless you employ a seasoned web architect who can see the entire process in the initial conceptual stage, you are likely to be burdened with a half baked product with rough edges.
